The situation
I am at the driving licence office (Führerscheinstelle) to exchange my foreign licence for a German one. I do not know whether I have to take a test.

What does Führerschein umschreiben mean?
It means exchanging a foreign driving licence for a German one. If you live in Germany, a licence from outside the EU and EEA is normally valid for 6 months after you move here. After that you need a German licence. Whether you have to take a test depends on the country that issued yours.
